5.0 OS's are in the carrier's hands?

They have been in the carriers hands for months. This is just RIM responding to the numerous demands they have been getting from consumers who don't understand how the OS update process works.

As you can see almost everyone except Verizon has released .419 (as I expected) and we should see other this build or one slightly newer release a week before Tour2 drops. That's Verizon for you.  I've long since stopped worrying about weather VZW or another carrier releases it. If some carrier releases it then it's all good as far as I am concerned :-)
