According to sources on Crackberry development on OS 4.7 has ceased "to concentrate on OS 5.0 for all devices"  They were talking about the Storm, so not completely sure but it's possible that RIM has changed their mind and is planning on launching the Niagara/Tour with 5.0 after all.

I guess we'll have to see!

4.7.1 is what they're using on the testers right? I've heard it's working great!

Yes but all of the advancs they added into 4.7.1 have been roled over into 5.0.
